Results of Ballot to Approve Revision to Scope and Title of TSC-4 – Proposal App

The full-committee ballot to approve the proposed changes to the scope and title of TSC-4 closed Monday, September 16, 2019 at 5:00 pm EDT. Of 73 eligible votes, 49 eligible votes were returned by the deadline (67%), excluding provisional ballots submitted by organizational alternates that were superseded by the organization's primary representative. Of those 49 ballots, 42 were affirmative, 2 affirmative with comments, 4 negative for reasons, and 1 abstention for agency requirements.

According to the Procedures (section 7.7.1(c)), the formation or change of a subgroup (e.g., subcommittee), including its existence, scope, duties, or structure requires approval by a Majority Vote via paper or electronic ballot, with return of at least a majority of the full-Committee membership eligible to vote, and approval by at least a majority of those voting, excluding abstentions. With 44 of 49 ballots being affirmative (89%), the proposed changes to the title and scope of TSC-4 are approved. Per ANSI and the ADCOM, a recirculation ballot is not required for this type of ballot, as this is not a standard, an interpretation, or our procedures. On future ballots of this type, the response choices ‘yes’, ‘no’, ‘abstain’ will be used, as is consistent with past ballots. Out of respect for the time of those who submitted comments, the chair of TSC-4, Mike Woods, has responded to the comments that were submitted during the course of this ballot; I have attached the comment resolution matrix to this email.
