This document was drafted by an Ad Hoc subcommittee of SSC-1 headed by Ken Barat.  This Ad Hoc subcommittee is recommending adding an appendix to the Z136.1 on "Hand Held Laser" use.  Please review and provide any comments to Ben Rockwell or Dale Payne before our first SCDV (date not set).

Looking for both changes/adds to content and comments on appropriateness of material for Z136.1 document.  Please review at your eariliest convenience.
